Joel Rivera, 28, of 100 Brook St., Willimantic, was arrested on charges of second-degree failure to appear after turning himself to the Rocky Hill Police Department in on an outstanding warrant.

Lawrence St. John, 50, was arrested at 6:14 p.m. at 3272 Main St. on charges of driving under the influence, possession of narcotics and possession of drug paraphernalia.
