NON-STUDENT POSSESSING DRUGS NEAR SCHOOL, DRUG PARAPHERNALIA WITH LESS THAN HALF-OUNCE CANNABIS, FAILURE TO DISPLAY PLATES, FAILURE TO HAVE TAIL LAMPS, POSSESSION NARCOTICS — On March 16 at 9:56 p.m., Richard K. Valentin Jr., 23, of Fernwood Drive, Rocky Hill, was driving a Chevrolet Malibu on Silver Street without a front plate and rear plate not illuminated. Police say he was sweating profusely, nervous, stammering and had trembling hands. The officer found two pipes, a baggie with .9 grams marijuana residue and a baggie with .7 grams of cocaine residue.
