FOUR COUNTS FIRST-DEGREE AND ONE COUNT SECOND-DEGREE FAILURE TO APPEAR — On Jan. 29 at 10:51 p.m., police received a 911 hang-up from a Burgundy Hill Road home; the woman said she had tried to call 411. Due to past domestic violence at the home, police responded and found Muhammad A. Mannan, 26, of no certain address, who had five outstanding warrants from Middletown and Rocky Hill.
