VIOLATION OF PROTECTIVE ORDER, SECOND-DEGREE HARASSMENT — On Sept. 3 at 2:30 a.m., Christopher M. Scibelli, 27, of Silas Deane Highway, Rocky Hill, was arrested by West Hartford Police.
